William Lowndes (1652-1724) was appointed Secretary to the Treasury in 1695 and his commissioned report proposed devaluation. This provoked a debate with the philosopher John Locke who advocated a full recoinage without devaluation.

PHOTOGRAPH ALBUM: good late 19thc album pertaining to Colonel H Wright: numerous albumen and silver print photographs, various sizes, locations including Palestine, Middle East, India and Boer War, most annotated with locations and dates identified in blue ink, with approx 74pp filled, one or two images excised: includes photo of the playwright Eugene O'Neill posed in front of a cottage, the image captioned 'O'Neil. Spy', burgundy half morocco gilt album of period, folio. Eugene O'Neill came to be regarded as a spy. During the Transvaal War of Independence of 1880-81 the cottage home of Eugene O'Neill, which lay in no man's land between the British and Burgher forces, became a makeshift hospital for British after their defeat at Majuba and there are graves on the site. The peace treaty ending the war was negotiated here and over a period of some 21 days in March 1881 it had seated in its parlour Paul Kruger, President Brand, Marthinus Pretorius, Commandant Joubert, Gen. Sir Evelyn Wood, Colonel Buller, Captain Roberts, as well as several others. (1)
