Both are to Roscoe C. Mitchell who worked for the New York World at the time and would later go on to briefly edit the Richmond Planet. In the letter Roosevelt refuses to prefer either a Democrat or a Republican candidate in an upcoming New York election: @I do not want to be a tag to either one of the two machines but neither do I want to seem to stand as an obstacle in the path of good govenment for New York City.@
