Report from the Committee on the State of the Police of the Metropolis..., original printed blue wrappers, uncut, rebacked and upper cover laid down, 1819; and another on London police, 8vo & folio (3)⁂ Although John Horne [Tooke]'s authorship of the first is open to question, it is certain that Horne was closely involved in the case. In 1768 he was intimately engaged with the return of Wilkes from the Continent and the famous Middlesex election. Horne had promoted the prosecution of Edward Quirk who, during a riot at the next election at Brentford (8 Dec. 1768), had killed a man, one George Clarke, by a blow to the head with a bludgeon. The Brentford killing is notable as a modest medico-legal cause célèbre. John Foot, a London surgeon, was professionally insulted when the convicted killer - largely convicted on Foot's own professional evidence of the medical results of the blow to the victim's head - had his conviction quashed by royal warrant on the grounds that death could have been caused by a previous medical condition unrelated to the blow. Foot's Appeal describes in detail his medical findings, including his examination of the skull and the brain, relates his evidence at the Old Bailey trial and his examination by a Court of Examining Surgeons at Surgeons Hall, and his anger at the verdict which challenged his professional integrity.

Trade & Excise.- House of Commons. Report (The) of the Committee...To whom the Petition of the Royal Lustring-Company... was Referred... relating to the Smuggling Trade, first edition, initial imprimatur leaf (lightly stained and frayed at edges), with final leaf 'The Names of such other Persons as the House of Commons have Order'd to be Prosecuted in Westminster-Hall for the said Smuggling Trade, and Corresponding with the Enemy, during the War', stab-holes, modern cloth, uncut, [Goldsmiths' 3496; Kress 2095; Wing E2705], E.Whitlock, 1698 § [Davenant (Charles)] An Essay upon the Probable Methods of making a People Gainers in the Ballance of Trade, second edition, 6 folding tables, author's name supplied in ink on title, engraved Johnstone bookplate, contemporary sprinkled calf, rebacked, worming to joints, [Goldsmiths' 3651; Kress 2216; Wing D310], James Knapton, 1700 § Symons (Jellinger) The Excise Laws abridged, second edition, contemporary ink signature of J.Ingilby to head of title and upper cover, ink markings to text and notes to rear pastedown, contemporary calf, rebacked, J.Nourse, 1775 § Plan of National Improvement..., only edition, printed on thick paper, contemporary ink inscription of B.Balfour to head of title, original boards, uncut, name to upper cover, rebacked, new endpapers, [Goldsmiths' 18613; Kress B.4718], 1803, the last three rubbed; and 6 others on trade, v.s. (10)⁂ The first concerns the production of "lustrings" (a light, glossy, black silk) begun by the Royal Lustring Company in 1688, but the trade had largely collapsed by 1698, the number of operating looms having shrunk from over 700 to fewer than 50. Under its Royal Charter the Company enjoyed a monopoly in England and French imports were prohibited, which presumably led to a significant increase in smuggling. The Committee's investigation was both thorough and lengthy, the consequent report throwing considerable light on the organisation of the contraband trade. ESTC describes the final leaf as being blank but the leaf present here is obviously part of the work and always has been, to judge by the stab-holes.

Mosswold or Mousehold is described as "a large district in Norfolk" and the essay seeks to show that the supposed loss to the poor by the enclosure of commons is more than compensated for by an increase in paid work and a consequent diminishment of "the nuisance of beggars, and a more confirmed extirpation of sloth amongst some parts of the peasantry".Scarce; ESTC records 4 UK copies (BL, Cambridge University Library, Royal Agricultural Society of England, Senate House Library) plus one at Yale.

(10)⁂ The first is largely a chronological diary of imports and exports of grain, and the consequences of government action from September 1800 to the end of 1801. It is rare with Library Hub recording only one copy of this first edition (Manchester Public Library). The extensive list of subscribers is almost entirely made up of Liverpool residents including the banker, lawyer and art-collector William Roscoe. The second item is one of two editions listed by ESTC, of 1774 and 1788 respectively. Both are extremely rare, ESTC lists only the British Library copy of either.

In the first volume is a "chronological list of the principal trials by Naval Court Martial under the existing laws" with the date of trial, name of defendant, rank, ship, nature of charges or offences, how proved, and the sentence imposed.Sir Edward Codrington (1770-1851), naval officer, commanded a ship at Trafalgar, was appointed rear-admiral in 1814, and became commander-in-chief of the Mediterranean fleet in 1827.General Whitelocke's court-martial was the inevitable consequence of his enormous and disastrous ill-judged, and ill-directed, campaign against Spanish forces in Buenos Aires and the Plate region of South America in May-July 1807.The last resulted in a judgment in favour of the plaintiff, Anthony Fabrigas, a gentleman-farmer, and the award to him of £3000 damages with all costs. This is one of two different editions of this year. ESTC records only 2 UK copies of this edition (BL and St John's College, Cambridge) with 5 more in North America.

Focusing particularly upon the state of existing masts and sails, the author promotes the funding and provisioning of improvements in naval equipment, at the same time as also revealing the subtleties of the command structure and the professional expectations of the officer class in the Royal Navy. Rare, with only 2 copies on Library Hub (BL & National Maritime Museum, although third edition specified) and WorldCat adding 2 copies in America. The Royal Naval Annuitant Society had been established in 1823 to provide annuities for dependents of deceased members.
