The Town before you or Welch Wigs or Whimsicallities or how to save the Tax on Hair Powder, 1795, etching with contemporary hand colouring possiby after George Moutard Woodward, 415 x 520 mm, mounted, framed and glazed A large caricature showing twelve men and women, all with their heads conspicuously covered thereby avoiding the new tax on wig powder introduced by William Pitt the Younger. The taxes, which were many and varied, including the 'new' income tax, were introduced to help pay for the Napoleonic wars. Understandably they were very unpopular and an easy target for satirists and caricaturists. The bureaucracy involved in collecting the tax was cumbersome. Individuals who used hair powder were required to purchase a certificate from their local Justice of the Peace for which they were charged one guinea (hence the first title, 'No Guines Pigs'). The list of those that had paid was lodged at the local Quarter Session court and a copy of the list affixed to the door of the parish church by the parish constable. It was common practice to fine those who did not pay this tax. Contrary to popular belief women did not wear wigs, but simply had the equivalent of todays hair extensions added to their existing hair. Women mainly powdered their hair grey, or blue-ish grey. It was never bright white like men. Wig powder itself was made from finely ground starch to which was added lavender, jasmine, roses and scented with orange flower and was occasionally colored violet, blue, pink or yellow, but was most often used as off-white. The act was eventually repealed in 1869 as by that time less than 1,000 people were wearing wigs. (1)
