Samuel Miller, born in Kirkintilloch to Robert and Fanny Miller, was killed in action on 28/04/16 (aged 20) as part of Princess Louise’s (Argyll & Sutherland Highlanders), he is buried at Marouiel British Cemetery. Front reads ‘ The District Economic Advisor Bulletin for the Personal Use of the District Economic Advisor – Strictly Confidential! ‘. Dated 42 1943 March 19th 1943. Table of Contents includes; General Economic Policy / Appointments in the Organization of the Commercial Economy / Tax Issues When Decommissioning / Formations of Presidiums and Boards of Directors at the groups pen of the economic organization / Closures and Mergers of Industrial operations / Monitoring the Business relationship sof German Export Companies with Foreign Countries / Use of the Textile Industry for the Armaments Industry / District Technical Associations for the Iron and Metal industry. Social Policy: Accommodation of Foreign Workers / Layoff of Workers in the Banking Industry. Nutrition Policy: Inventory Survey at Large Distributers. Includes various details regarding foreign policy such as “ The decrees of the Reich Minister of Economics mean a significant simplification of the review process. They ensure clarity that, in principle, Jewish and Anti-German companies are no longer allowed to be supplied abroad.” Further states how German companies will now be held responsible for knowingly using Jewish and Anti-German companies, and how this will follow a uniform policy line. Also noting that exporters “are responsible for checking the racial affiliation or political reliability of their customers, and, if necessary, discontinuing any further business relationships.” “Which company is considered Jewish depends exclusively on German regulations. If Jewish or Anti-German customers are to continue to be supplied for special reasons approval must be obtained from the responsible inspection body.” Later discusses the accommodation of foreign workers, principally stating that they should on the whole be positioned within labour camps. “However, since the space available in residential camps is not sufficient to accommodate all foreign workers and the construction of additional residential camps is only possible to a certain extent in view of the material situation, private accommodation must still be permitted for the time being.” The preferred excepted examples are listed as follows: a.) Employees for whom special residential camps would first have to be set up. b.) Workers in craft businesses where accommodation is standard practice (e.g. bakers). c.) Workers who work in the Reich with their wives and have already found private accommodation together. d.) Workers, especially key workers who have been working in the Reich for a long time and have proven themselves through reliable leadership and good work performance. This applies in particular to Italian workers and members of the Germanic peoples. e.) Workers who live with relatives living in the Reich territory. – However, the workers within c) and d) will have to be relocated if the required barrack space is available.” Fascinating document of historical merit, and understandably scarce and rare.
