Provenance : Sir Stafford Sands C.B.E. Sir Stafford Lofthouse Sands (23rd September 1913 - 25th January 1972) cuts a controversial figure in the political and financial history of the Bahamas. Born in Nassau just before the Great War and educated in Nassau and New York he began his career in the legal business, qualifying as a lawyer before moving into politics. In 1937 he was first elected to the House of Assembly, representing Nassau City. Between 1945 and 1946 he served as a member of the Executive Council, but it was his appointment as Chairman of the Development Board in 1949 that saw the implementation of policies that would stamp his mark on the economic history of the Bahamas. His main achievement was in the area of tourism. He capitalised on the economic boom being enjoyed in the U.S. offering attractive tax and customs duty concessions and this, combined with the 'Hotels Encouragement Act' witnessed a construction boom that propagated over 40 hotels and residential clubs by the mid sixties (and for the first time in Bahamian history, gambling establishments). Within just one year of his being Chairman, tourist arrivals increased by 47 percent, transforming the Bahamas from a luxurious winter retreat for the social elite of North America to a year round tourist destination for a much wider social group. He was appointed a Commander of the Order of the British Empire in 1955 and knighted in 1963. In 1964, when the Bahamas moved towards independence, his move to Minister of Tourism and Finance saw two major developments, which were to have a massive impact on the Bahamian economy. The first was his introduction of The Banks Trust and Companies Regulations Act. For a colony with just one commercial bank in 1949, within two years of the act being propagated it became one of the world's leading centres for offshore banking with over 70 banks and trust companies. Secondly, he introduced the Bahamian dollar in 1966 and fixed its value on par with the U.S. dollar - making life very simple for U.S. tourists and investors (the country's largest group of customers). After the 1967 elections, when the Bermuda Progressive Labour Party took over government from the more traditional United Bermuda Party, Sir Stafford Sands sold his comprehensive business interests in the Bahamas and retired to Spain. He died in London in 1972. "The lubricant for the machinery of progress is money" is probably the most well known quote attributed to him during his time in office. It is apt that it was his portrait chosen to be printed on the $10 bill in 2001, as a mark of respect for his achievements for the colony. In 2005 his portrait was replaced with that of Queen Elizabeth II. The present owner has found the guns to be particularly suited to grouse shooting and they have been used to great effect on many of the United Kingdom's most prestigious moors and estates.
