Watts wurde 1885 in Iwyford/Berkshire geboren, er diente ab 1902 bis mindestens 1923 bei der Royal Navy und lebte noch 1943, der Sohn Henry Roland Joseph diente ebenfalls bei der Royal Navy, im Rang eines Petty Officer versah er seinen Dienst ab 1938 als Torpedo Gunner´s Mate (TGM) auf der H.M.S. Vernon (wohl an Land in der sog. Torpedo School) und ab Ende 1941 auf dem U-Boot H.M.S.
