Report from the Committee on the State of the Police of the Metropolis..., original printed blue wrappers, uncut, rebacked and upper cover laid down, 1819; and another on London police, 8vo & folio (3)⁂ Although John Horne [Tooke]'s authorship of the first is open to question, it is certain that Horne was closely involved in the case. In 1768 he was intimately engaged with the return of Wilkes from the Continent and the famous Middlesex election. Horne had promoted the prosecution of Edward Quirk who, during a riot at the next election at Brentford (8 Dec. 1768), had killed a man, one George Clarke, by a blow to the head with a bludgeon. The Brentford killing is notable as a modest medico-legal cause célèbre. John Foot, a London surgeon, was professionally insulted when the convicted killer - largely convicted on Foot's own professional evidence of the medical results of the blow to the victim's head - had his conviction quashed by royal warrant on the grounds that death could have been caused by a previous medical condition unrelated to the blow. Foot's Appeal describes in detail his medical findings, including his examination of the skull and the brain, relates his evidence at the Old Bailey trial and his examination by a Court of Examining Surgeons at Surgeons Hall, and his anger at the verdict which challenged his professional integrity.

Until that time neither prior notice nor parental consent for minors was required for marriage but the Act ordered the reading of banns in church, parents' or guardians' consent for minors, and the service to be conducted by an Anglican clergyman. Murray, known as Viscount of Stormont, was ambassador to Vienna and then to France in the early years of the American Revolutionary War, and played a role in sending news of American actions back to England. Under its Royal Charter the Company enjoyed a monopoly in England and French imports were prohibited, which presumably led to a significant increase in smuggling. The Committee's investigation was both thorough and lengthy, the consequent report throwing considerable light on the organisation of the contraband trade. ESTC describes the final leaf as being blank but the leaf present here is obviously part of the work and always has been, to judge by the stab-holes.
