[1788]. *** Rare pamphlet and one of the earliest by Colquhoun. His interest in the cotton trade was no doubt stimulated by his stay in Virginia which he visited as a boy aged sixteen. It describes the increased demand for cotton resulting from industrialisation by British manufacturers. The main subject is trade between India and Great Britain and suggestions for increasing the profitability of the East India Company. The importance of this Company Colquhoun argues can hardly be overestimated: “The affairs of India have grown to such a magnitude as to shake the very pillars of the state. The whole interests of the British Empire are affected by the operations of this commercial body.”

However the proposed relaxation was only to benefit London merchants much to the consternation of their provincial colleagues. As a consequence over 30 pamphlets attacking the Company appeared in 1812-13 agitating for a complete opening to all British ports of the export trade. Those from Glasgow and Edinburgh “were as remarkable for their vehemence as for their general ignorance of the conditions under which the Indian trade was carried on.” (Philips). This led to a pamphlet war but the tide was turning against the Company and in 1813 it gave up its privileges.
