The republic should use all its strength and build an air fleet and an aviation industry. A Voluntary Society of Friends of the Air Fleet (ODVF) was formed to raise funds for aircraft for military and civil aviation. The Russian Voluntary Air Fleet Joint Stock Company 'Dobrolet' was established in the USSR on 17 March 1923 to develop the country's air fleet. The authorised capital was 2 million roubles. The main objective was to organise airmail, passenger and cargo lines, solve problems of the national economy related to aviation and develop the Soviet aviation industry. Leon Trotsky initiated the foundation of Dobrolet. As People's Commissar for Military and Naval Affairs, he assigned the new company the strategic role of creator of the country's aviation power.
