Wellington informs his correspondent, in full, 'Sir, the Duke of Wellington presents his compliments to Captain Rhodes and has received his note and regrets much that he cannot hold out expectations that it will be in his power to recommend that Mr. W. Rhodes of 68th Regt may be promoted in the Rifle Brigade.' With blank integral leaf (very slight traces of former mounting to the verso). VG
