He was the cousin of another prominent late Qing reforming politician Zhang Zhidong 張之洞 (1837-1909).Zhang Zhiwan began climbing the bureaucratic ladder of officialdom after being ranked in the top three of the prestigious jinshi degree holders. His first post was as a compiler in the Hanlin Academy. During the Taiping Rebellion, he worked as an advisor for the Qing Court. Around the year 1863, he defeated the peasants of the Nian rebellion in Nanyang and Runan. He held the post of Viceroy of Water Transport between 1866 and 1870 and in 1871, he served shortly as the Viceroy of Minzhe before being promoted to the position of Minister of War.In 1882, he was conferred the title of Secretary of the Grand Secretariat. In 1884, he gained access to the Grand Council and worked there for ten years. The Imperial Court bestowed the posthumous name Wenda on him.
