Lowden was the Governor of Illinois from 1917 until 1921 after serving as a U.S. Representative from Illinois ' 13th district in the United States House of Representatives from 1906 until 1911. During his gubernatorial term, Lowden was best known for reorganizing state government to reduce the rate of taxation, vetoing the bill to abolish capital punishment, as well as for his handling of the 1919 Chicago Race Riots.
