Necker (Jacques, finance minister, 1732-1804) Mémo manuscript fair copy signed by the author, title ruled in black and 33pp., stiched as issued with pink ribbon, small folio, [?Paris], 1778.(2) *** A rare survival. One of only a few manuscript fair copies of this sensitive document for secret circulation submitted to King Louis XVI and other high-ranking officials. The work is viewed by many as a germ of The Revolution. Early in 1778 Necker had discussed with the King the idea of the devolvement of government, particularly in relation to fiscal matters. In his Mémoire he criticised the injust exisiting tax-gathering systems and called for reforms. He believed that local assembles would lead to a fairer system. The King allowed a pilot scheme to go ahead at Bourges in Berry. The manuscript copies were circulated in secret as Necker knew that there would be strong opposition from powerful officials of the parlements and other nobles who had a vested interested in the current tax-farming system. In May 1781 Necker`s enemies obtained a copy of the manuscript and published it in order to weaken his position as finance minister. Necker`s eventual resignation was a serious blow to reform. There are a few differences between the manuscript and printed versions (a copy of the rare 1781 printed text is included with the lot). Most notably they relate to the opposition that Necker knows he will face from the parlements and the pays d`état. .

Swan Marks. A register of swan marks on the river Waveney in Norfolk and Suffolk entitled "Johanni Wentworthio Equitti Aurato Hunc de Cygnorum Notis Catalogum sive Indicem Summi Honoris Ergo Depin et Dedicavit Joh. Martinus, 1649", 137 swan heads painted on seven leaves with fifty-six bearing ownership names, one blank leaf at rear, early 20th-c. qtr. sheep, slim folio (34 x 23.5 cm)Armorial bookplate of Prince Frederick Duleep Singh, Old Buckenham Hall, Norfolk, where he lived between 1897 and 1906. Typed paper label to front pastedown "This remarkable manuscript is of great historical interest. It bears the book plate of Prince Frederick Duleep Singh who had a large collection of old English manuscripts. Books on swan marks at this most destructive period of English history are rare...". With two lots of paper stock and at least two hands at work it is difficult to fully understand the manuscript`s history. The first two leaves have a total of 36 swan heads, complete with ownership names and marks. The sepia ink writing and drawing of the heads here, and the paper used, could date from 1700 to 1750. The painting of the swans` black knobs and eye outlines, plus the orange bills with ownership markings on the bills may have been partly or completely overworked at a later date by one or more other hands. Folios three to seven are of identical paper size to the first two but the first and last of these leaves have a watermark of 1805. The swan heads here were drawn and coloured by a hand that differs to that of the first two leaves, and probably at a date later than the watermarks suggest. There are twenty swan marks and owner names recorded on the third and fourth leaves, the remaining heads of these five leaves remaining `blank`. Of these twenty registered heads, the majority are duplicates of those on the first two leaves and the handwriting here suggests possibly a hand of the late Victorian period. The binding is likely contemporary with the ownership bookplate of Prince Frederick Duleep Singh who lived at Buckenham Hall between 1897 and 1906. Sold as seen not subject to return.
