MORLEY JOHN: (1838-1923) 1st Viscount Morley of Blackburn. British Statesman, Chief Secretary for Ireland 1886, 1892-95 & Secretary of State for India 1905-10, 1911. An interesting series of seventeen A.Ls.S., John Morley, J Morley, and one with his initials JM, twenty six pages (total), 8vo, various places (mainly on the blind embossed stationery of the Irish Office), 15th February 1894 - 19th February 1895, all to Hugh Childers (and two to his daughter), discussing the Childers Commission, in part, ‘It is not at all agreeable to our Irish friends to have Arthur O’Connor on. He is persona ingratissima to them. There are other persons in the same direction. What we need now in the list as you have adjusted it, is one fewer English & one more Irish. I will try if I can get an Irish suggestion, or perhaps still better reduce the size of the Commission to twelve.’ (19th February 1894), ‘To-day I showed Mr. Gladstone the list. He approves. I am writing to various persons, & hope to have all in order within a week’ (22nd February 1894), ‘Spring Rice I should assume to be entirely out the question, as being far too busy. Pray, make up your own mind. I shall be quite content to acquiesce in whatever man may appear to you to be the best.’ (25th February 1894), ‘Mr. Martin is a man of business in Dublin, a Director of the Bank of Ireland, and of excellent standing. The names were sent to the press by Rosebery’s secretary, otherwise you would have heard from me before publication. I do not quite know what is the “official announcement†which you speak. The Secy. will perhaps now look after the matter, as my hands are full to overflowing.’ (17th May 1894), ‘Sexton wishes to add to the Commn. Slattery - Chairman of National Bank, and S. Young, M.P. - a man of large trade & of wealth. What is your view’ (7th June 1894), ‘I told Sexton that I doubted the expediency of putting on two Home Rulers, for I suspect that Slattery belongs to that persuasion, tho’ Sexton told me he was not aware what were Slattery’s politics. I will make enquiry, & will let you know on your return how it stands.’ (9th June 1894), ‘As to the place of meeting for your Commission. We have applied to the Royal University, and to the Custom House. In both cases we are told that accommodation is impossible. We can think of no other place….We can do no more. If you won’t come to the Castle, where we have all ready for you, you must find your own quarters. I can only say that I cannot defend in the H of C the expenditure which the refusal of quarters in the Castle will entail. It is childish nonsense….’ (18th November 1894), ‘It would be absurd, in my view, to bring Scotch taxations before a Commission which was specially instructed to consider the taxation of Ireland.’ (19th February 1895). Accompanied by a series of other A.Ls.S. etc., from various other individuals, including Thomas Sexton, all to Childers and all relating to the Childers Commission, including the appointment of a secretary, shorthand writer etc. Generally VG, 36 Hugh Childers (1827-1896) British Statesman, Chancellor of the Exchequer 1882-85 & Home Secretary 1886. Childers last involvement in politics was to draft a report for the 1894 Financial Relations Commission, known as the Childers Commission, on Irish financial matters, of which he was Chairman. The Commission found that, compared to the rest of the United Kingdom, Ireland had been overtaxed on a per capita basis by some £2 or £3 million annually in previous decades.
