LAW ENFORCEMENT: Robert Mark (1917-2010) British police officer who served as Commissioner of the Metropolitan Police 1972-77. A.L.S., Robert Mark, two pages, 4to, Esher, Surrey, 5th July n.y., to Mr. Wright. Attached to the upper left corner of the letter is a metallic badge featuring a crown emblem encircled by wreaths, previously worn by Mark, his letter explaining 'This button is worn, so far as I know, only by chief officers of police, i.e. officers above the rank of chief superintendent. I wore this particular one for twenty years, firstly as Chief Constable of Leicester and finally as Commissioner of Police of the Metropolis. If it could speak it would tell you of some memorable occasions, Spaghetti House, Balcombe St and Remembrance Day parade at the Royal Military Academy, Sandhurst'. Together with three identical United States postage First Day Covers honouring Law and Order individually signed by Robert Mark, David McNee (1925-2019) Scottish police officer, Commissioner of the Metropolitan Police 1977-82) and Clarence M. Kelley (1911-1997) American law enforcement officer who served as the second Director of the Federal Bureau of Investigation 1973-78 (also signed by Robert Mark). Each of the covers are post marked at Washington DC, 17th May 1968. VG to EX, 4

LAW ENFORCEMENT: A rare set of four black fountain pen ink signatures on a slim 12mo autograph album page by each of the original 'Big Four' police officers, each of them Superintendents in charge of the Criminal Investigation Department (CID) at Scotland Yard from 1919 onwards, comprising Frederick Wensley (1865-1949, Chief Constable of the Criminal Investigation Department 1922-29 who had earlier been involved in street patrols during the investigation of the Jack the Ripper murders), Albert Hawkins (d.1929), Francis Carlin (d.1930) and Arthur Neil (1867-1939). Together with George Cornish (Police Superintendent who worked under Arthur Neil at Scotland Yard and was assigned to the Whitechapel division) black fountain pen ink signature ('G W Cornish') on a small oblong 12mo closely clipped piece. Also including Edward Bradford (1836-1911) English Colonel who served as head of the London Metropolitan Police 1890-1903. A.L.S., E R C Bradford, four pages, 8vo, New Scotland Yard, London, 3rd November 1897, to Buckland. Bradford thanks his correspondent for their congratulations 'on my honour which was far greater than I deserved' [Bradford had been appointed a Knight Grand Cross of the Order of the Bath] and continues to write 'I am afraid that there is no chance of a vacancy for that extremely nice fellow Paget. The appts are so few that vacancies occur at very long intervals only & I don't suppose any man is likely to leave during my time', further referring to his son who has just returned from Crete and adding that his regiment leave for Egypt almost immediately. Some light age wear, generally VG, 4    The Flying Squad, a branch of the Serious Organised Crime Command within London's Metropolitan Police Force, was originally formed on an experimental basis by Detective Chief Inspector Frederick Wensley in October 1919.

Book signed and inscribed, being a softcover edition of The Man of Destiny: A Trifle, published by Constable and Company Ltd., London, 1927, as Volume VI of The Dramatic Works of Bernard Shaw, signed in fountain pen ink to the half title page, 'To Stanley Prince from Bernard Shaw' and dated Plymouth, 14th October 1929 in his hand. Original printed paper wrappers (some age wear and small areas of paper loss to the spine). Some foxing and minor staining throughout, G George Bernard Shaw opened Shopping Week on behalf of the Chamber of Commerce at Plymouth on 15th October 1929, the day after signing the present volume.The Man of Destiny was originally published in 1897 and is a play set in Italy during the early career of Napoleon Bonaparte..

He spent weekends at Harrow Hill Cottage and created a small studio there in which to work. The painter Michael Ayrton lived at Bradfields on the other side of Harrow Hill Lane and both artists were inspired by the surrounding landscape. The small village of Gainsford End, close to Vaughan's house, inspired no less than six oil paintings over the course of a decade: Gainsford End, 1966; Gainsford End II, 1970; Gainsford End Under Snow, 1970; Gainsford End 1972 nos. I & II, 1972 and the present work, the last in the series. It depicts a close-knit group of farm buildings contained within a tightly arranged composition. Towards the end of 1975 Vaughan's style underwent a significant transformation and nowhere is this more apparent than in his late Essex landscapes. His stylistic reorganization manifests itself in various ways. For example, contours become hard-edged and more precise, compositions are compressed and significantly abstracted and the, hitherto, gestural brushwork flattens out into more even applications. Orderly patches of pigment may be interpreted as the elevations of rural barns; the chevron shapes are derived from the triangular gable ends of farm buildings and the coloured squares and oblongs act as ciphers for painted shed doors or fenestration on local farmhouses. Vaughan was keen to impose a sense of structure on his Essex subjects. As he grew older, he feared that the viscosity of his paint and the sensuous application he had been cultivating over the years, had now become over pronounced. It seems he began to worry that his paintings would become shapeless and over-sumptuous. His desire for additional formalization was imposed upon familiar local landmarks. Cust Hall, Blackmore End and Gainsford End, all within walking distance of Vaughan's studio, boasted buildings fabricated with large and often ancient, timber frames. Their orderly, methodical construction supplied him with blocked-in shapes and narrow, tilting forms to help regularize the layout of his architectural subjects. Gorman describes his appreciation of the way da Silva carried out his duties during the civil disturbance in Kowloon on 1 March 1952 also a letter from Government House, Hong Kong dated 11 December 1947 inviting da Silva to Government House to receive his British Empire MedalQty: (1)Footnote: Provenance: Jim Bullock (1930-2019), Romsey. BEM London Gazette 25 March 1947 'The upper floors of a bomb-damaged house in Hong Kong, collapsed, and four persons were trapped in the kitchen of the ground floor, which was also in imminent danger of collapse because of the fall of cross beams and upper floor debris to reach the persons trapped and after working for more than half an hour managed to extract them. Had a further fall occurred during this attempt the Constables would have sustained serious, if not fatal injuries. The police broke up the rioters with tear-gas grenades and projectile shells 45 minutes later.

Ɵ CONSTANTINOPLE PANORAMA: BARKER, Henry Aston. A Series of Eight Views forming a Panorama of the City of Constantinople and its Environs, taken from the Tower of Galata. etched key sheet with title as above (545 x 440mm.) and 8 **** etched plates (sheets 715 x 585mm.), loose and uncoloured, as issued, [1813].References: Atabey 60; Blackmer 76.RARE. If joined, these plates would produce a panorama four metres wide (each image is approx. 50 cm. in width) and provide a 360 degree view of the city of Constantinople.  In 1797 Robert Barker took out a patent which gave him exclusive rights to exhibit such paintings. His first exhibition was of a painting of London and for this his friends provided him with a title sufficiently striking to gain a permanent place in the English language. 'Panorama', derived from the Greek words meaning 'all' and 'view' had its first use in 1791 in the advertisements for the picture of London. Together with his son Henry Aston Barker, Robert opened a fashionable venue in Leicester Square, 'The Panorama', where examples of this new art form were exhibited to an eager public. A form of education and entertainment, the Barkers' panoramas soon became "all the rage" according to the artist John Constable. When their monopoly ended in 1801, the Barkers realised that they had to take steps to ensure their patrons were not enticed away to rival exhibitions. As a result, views from all parts of the globe began to appear at Leicester Square and, in 1801 the first foreign city to be presented at the Panorama was Constantinople. The present plates form a reproduction of the view. Four: Private A. Lawrence, 5th Dragoon Guards, later Chairman of the Cardiff Group of the Old Contemptibles Association 1914 Star, with clasp (14093 Pte. A. Lawrence, 5/D. Gds:); British War and Victory Medals (GS-11158 Pte. A. Lawrence. 5-D.Gds.); Defence Medal, mounted as worn; together with the recipient’s Old Contemptibles of Wales, Cardiff Group President’s Jewel, silver (hallmarks for Chester 1934) and enamel, the obverse featuring the dragon of Wales within a wreath, embellished with crossed rifles, the reverse engraved ‘Presented by our President Sir Robert J. Webber J.P., to the Cardiff Group of the Old Contemptibles of Wales, Nov. 1934’, on neck riband with engraved name plates of 12 past Presidents, including ‘Chum A. Lawrence 1958 - 60’, in case of issue, nearly very fine and better (5) £300-£400 --- Alfred Lawrence was born at Wem, Shropshire in 1894, and joined the Merchant Navy as a boy apprentice. In November 1912 had a serious accident falling from a ladder into the ship’s hold of the S.S. Iddesleigh, and was carried ashore unconscious. He was left behind by his ship and spent some time in the British Seaman’s Hospital at Constantinople, but was picked up by the Iddesleigh on its return voyage in December 1912. Lawrence attested for the 5th Dragoon Guards and served with them during the Great War on the Western Front from 20 September 1914. He survived the Great War and was transferred to the Army Reserve on 11 March 1919. Following the Great War he joined the Fire Service in Cardiff where he served as a Company Officer in the National Fire Service. In the 1939 Register he is recorded as residing in one of the Fire Station apartments in the Central Fire Station, Cardiff, where he is noted as Fireman / Constable. He died 19 May 1969, at Cardiff. The Past Presidents named on the Old Contemptible’s President’s Jewel are: 1934-35 Sir Robert J. Webber J.P; 1936 Sir William James Thomas, Bart., J.P; 1937-38 Captain Lionel Lindsay M.V.O., O.B.E.; 1938-41 F. E. Nunn; 1942-47 John Dunning; 1949-51 Captain Harry Wallace; 1952-54 Jos. Ware D.C.M, M.S.M.; 1955-57 Major F. C. Clifton; 1958-60 A. Lawrence; and 1961 T. Webb. Sold together with an extensive (and somewhat damaged) photograph and family press cutting album, including a fine portrait photograph of the recipient wearing his President’s Jewel and his war medals and with wartime letters and postcards home, pasted in fibre dog-tag ‘2527 A. Lawrence, C.E. 5.DG’, and 5th Dragoon Guards bi-metal cap badge, original Record Office issue slip for the 1914 Star, ‘Ypres 1914’ sweetheart badge fashioned from two small General Service buttons, photographs of Old Contemptibles remembrance day parades, reunion programmes, and other ephemera.

Tullett.) nearly very fine (3) £80-£100 --- Matthew Richard Tullett was born at Nuthurst, Sussex, on 17 May 1868, and joined the Metropolitan Police on 31 May 1892, being posted to ‘G’ Division (Finsbury). He transferred to ‘P’ Division (Camberwell) on 16 January 1901, and resigned from the Force on 11 August 1919, after 27 years 52 days service, aged 51. He died at Chelsham, Surrey, on 16 May 1954. Sold with research including Metropolitan Police record of service.

A Gallantry reverse K.P.M. pair awarded to Police Constable Thomas Haynes, Metropolitan Police, for saving a woman from the path of two runaway horses King’s Police Medal, G.V.R., 2nd issue, crowned head, ‘For Gallantry’ reverse (P.C. Thomas J. Haynes, Metropolitan Police); Coronation 1911, Metropolitan Police (P.C. T. Haynes.) very fine and scarce (2) £1,200-£1,600 --- Provenance: R. W. Gould, M.B.E., Collection, Dix Noonan Webb, September 2002 K.P.M. (For Gallantry) London Gazette 1 January 1934. Approximately 170 K.P.M’s with the ‘For Gallantry’ reverse were awarded in the period 1934-37, including 60 awards for the United Kingdom, the remainder being for India, Burma, Dominions and Colonies. At about 4.45 p.m. on the 24th August, 1932, two heavy draught horses bolted with a heavy van in Paradise Street, Rotherhithe, a narrow, crowded thoroughfare. Constable Haynes, who was on duty in Rotherhithe Police Station in this street, heard shouting and ran out into the roadway. He was in time to push a woman out of the way of the galloping horses, and to seize the reins of the offside horse. He then ran alongside for some forty yards, but was handicapped in his efforts to stop the horses by a loose offside trace, which eventually caused him to lose his balance. In falling, the constable, who is a very heavy man, pulled the offside horse on top of him, and they were dragged some yards by the near-side horse before it came to a standstill. It would appear that the wheels of the van passed over him at this time. The constable, who is forty-three years of age, was severely injured, and was unable to resume duty for five months. Thomas John Haynes was born at West Kensington on 21 January 1890. He joined the Metropolitan Police on 28 December 1910, retired on pension on 27 December 1936, and died on 18 June 1968. When sold in 2002, the pair was accompanied by a copy of his Central Record of Service, Police Commissioner’s Annual Report for 1933, and a copied article from The South London Press reporting the incident, from which the above information was compiled.

The Army of India medal awarded to Colour-Sergeant, later Regimental Sergeant-Major, James Kerr, 59th Foot, who distinguished himself and was wounded at Bhurtpore; he was previously present at the capture of Java as a Private in the 89th Foot and was a member of the storming party at the successful attack on Fort Cornelis. He emigrated to Australia in 1854, where he obtained employment in the Constabulary at Geelong, where he died in 1867 Army of India 1799-1826, 1 clasp, Bhurtpoor (Color Serjt. J. Kerr, 59th Foot.) short hyphen reverse, officially impressed naming, light edge bruising and contact marks, otherwise very fine £1,800-£2,200 --- Provenance: Dix Noonan Webb, May 2016. James Kerr was born on 14 February 1792, in the Parish of Desercreate, Cookstown, County Tyrone. He was a labourer by trade when he enlisted into the 89th Foot at Monymore, County Derry, on 14 February 1807, aged 15 years. He was taken onto the men’s establishment as Private from 14 February 1810, and served with the regiment in the East Indies from 10 February 1810 until 22 August 1818. He was promoted to Corporal in October 1813 and to Sergeant in October 1816, and was discharged from the 89th on 10 October 1818, probably due to army reductions. He re-enlisted on 11 November 1818, at Rochester, for the 1st Battalion, 59th Foot, aged 26 years, in the rank of Private. He was promoted to Corporal in March 1820, to Sergeant in July 1821, and to Regimental Sergeant-Major in June 1829. He served in the East Indies with the 59th from 10 February 1820 until 28 June 1829, and, being found unfit for further service, was discharged on 6 December 1832, after service totalling 31 years and 246 days. Kerr’s record of gallant service is stated on his discharge papers in the following terms: ‘Served Seventeen Years Three hundred and Twenty Seven Days in the East Indies - Wounded in the Left Hip at Bhurtpore. Was present at the Capture of Waltervreden on the 10th August 1811. Was one of the Storming party at the Afsault and Capture of Fort Corneilus on the 26th August 1811, and Subsequent Surrender of the Island of Java, and also the Capture of Bhurtpore in January 1826. Distinguished himself at the Storming of that place.’ In 1831 he was awarded the L.S. & G.C. medal as Sergeant-Major in the 59th Foot, and in 1833 he received a reference from his commanding officer stating, ‘In the course of my war service I never found a better man...’ He was appointed superior Barrack Sergeant at Blackburn on 18 September 1839, at a rate of 2s/6d a day with an allowance for one room, coals and candles. Married with a son, also James, and 2 daughters, father and son went to Australia to seek employment. They sailed from Liverpool aboard the James Carson on 4 April 1854, and arrived at Port Phillip Bay on 13 July, apparently fully intending to return to Ireland once their circumstances had improved. He was unaware, however, that his wife had died during the voyage to Australia. He seemed to settle at Geelong and joined the constabulary there in August 1854, continuing off and on until December 1861. He was married a second time in August 1859. James Kerr died on 20 August 1867, aged 75 years 6 months, at Ashby, West Geelong, from chronic dysentery, and was buried in Geelong Eastern Cemetery. In addition to the medal for Bhurtpoor, Kerr received the Military General Service medal with clasp for Java. He was also awarded the medal for Long Service which was sent to the Chief Constable of Cookstown on 22 June 1833. This latter medal remains in the possession of his descendants in Australia.
