Handwritten document is countersigned by Lord John Russell, who served as Prime Minister under Queen Victoria from 1846-1852 and 1865-1866. Victoria lends her large signature to top of 6pp. document written on three sheets, held together to left edge with green ribbons and featuring the Queen's seal to first page. Document is also embossed with ad valorem duty stamp. Document concerns the ability of John Baker of Ebbertston to continue to use the surname of Baker. Folds and light soiling in parts.
